List the firm's mirrored SmartAdvocate picklist options for one kind.

kind is a registry kind (``case_group``, ``incident_state``, ``office``,
...); parent_sa_id scopes the parented kinds (case group for ``case_type``,
case type for ``case_sub_type``) and stays 0 for the flat ones. Empty until
the customer's sync_lookups toggle is on and a sync has run.

## Query parameters
