Queue a content-extraction run.

sample_size 1-10: pre-flight test over that many unprofiled matters —
allowed while content extraction is still disabled, so cost/quality can
be validated on a handful of folders before committing to a full run.
sample_size 0: full run (requires the toggle to be on).

## Request body

- MatterExtractionRequest: Trigger content extraction; sample_size > 0 = pre-flight test over N unprofiled matters (allowed before opting in), 0 = full run (requires content_extraction_enabled).
  - `sample_size` integer
