Mint a fresh link that opens the call's envelope in DocuSign.

DocuSign's links expire after 10 minutes, so the Intakes pages request
one on each click. Once the envelope is done in DocuSign, DocuSign returns
the user to this intake's page.

## Response `200`

Successful Response

- DocuSignEnvelopeViewResponse: A freshly minted URL that opens an envelope in DocuSign: the sender view for a draft, the DocuSign web app once it has been sent. DocuSign expires it 10 minutes after it is minted, so open it immediately.
