# A publisher's RSL licence manifest

`GET /rsl-manifest`

## Request

Which licences a publisher offers, in the RSL Standard format, and whether they reserve text-and-data-mining rights under EU CDSM Article 4(3). `permits` has one entry per licence key: `human`, `archive` (Full catalogue), `enterprise` (AI answers), `enterprise_training` (AI training) and `display` (Client display), each with `permitted`, `payment_type` and `endpoint`. Send `Accept: application/ld+json` for the JSON-LD version with a signed record of that reservation. Public.

- `publisher_id` string, uuid, required

## Response `200`

RSL Standard JSON manifest (raw JSON OR JSON-LD with signed receipt depending on Accept header)

## Other responses

- `400`: `publisher_id` missing or not a valid UUID
- `404`: Publisher not found OR not yet verified
- `429`: Rate limit exceeded (120 req/min per publisher_id)
- `503`: The signed JSON-LD version is unavailable right now (only with `Accept: application/ld+json`). Ask for `application/json` instead.
