A publisher's licensing file for crawlers and agents (like robots.txt, for licensing): each licence with its name, Module, whether it is offered, available and on sale, and its prices in US cents (`licensing.licences`); a link to the licence terms; the endpoints to call; and step-by-step instructions for agents, including how to place an AI licence order and how to ask questions. Pass `publisher_id` or `domain`. Public. Only verified publishers are returned.
