# Convert a submission into a Proposal (governance flow)

`POST /intake-forms/submissions/{submissionId}/convert`

## Request

- Base URL: `https://api.onplana.com/api`
- URL: `https://api.onplana.com/api/intake-forms/submissions/{submissionId}/convert`
- Auth: one of:
  - HTTP bearer
  - API key in header `Authorization`

Requires the `governance` feature. The new proposal carries the submission answers and links back to the form.

- `submissionId` string, required

## Headers

- `X-Organization-Id` string, required

## Response `200`

Returns the new Proposal

## Other responses

- `400`: Validation error
- `401`: Unauthorized - missing or invalid JWT
- `402`: Plan gate - feature not available on current plan
- `403`: Forbidden - insufficient role
