## Headers

- `X-Organization-Id` string, required

## Request body

  - `title` string, required
  - `description` string
  - `targetDate` string, date-time, nullable
  - `parentId` string, uuid, nullable: Parent goal UUID for nested OKRs

## Response `201`

Goal created

## Other responses

- `400`: Validation error
- `401`: Unauthorized - missing or invalid JWT
- `402`: Plan gate - feature not available on current plan
