Args:
    campaign_type: Type of marketing campaign ("promotional", "newsletter", "announcement", "product_launch")
    campaign_title: Title of the marketing campaign
    campaign_message: Message content
    highlights: Comma-separated string of campaign highlights (e.g., "50% off,Free tier upgrade,Limited time offer")
    cta_text: Call to action button text (e.g., "Get Started", "Learn More")
    cta_url: Call to action URL
    send_emails: If True, sends emails to developers with marketing_communications enabled
    download_csv: If True, returns CSV file as download instead of JSON response
