List regulatory news with advanced filters.

## Query parameters

- `industry` string, nullable: Filter by industry ID
- `country` string, nullable: Filter by country
- `source` string, nullable: Filter by source ID
- `framework` string, nullable: Filter by compliance framework
- `date_from` string, nullable: Start date (YYYY-MM-DD)
- `date_to` string, nullable: End date (YYYY-MM-DD)
- `score_min` integer, nullable: Minimum relevance score
- `severity` string, nullable: Filter by severity
- `lang` string, nullable: Filter by original language
- `page` integer: Page number
- `per_page` integer: Items per page
- `jurisdictions` string, nullable: Filter by jurisdiction ids, comma separated (FR,US-CA). FEDERATION SCOPE : each id also returns its parents (FR -> EU), its sub-national subdivisions (US -> US-CA) and GLOBAL news.
