# 2026-10 消費税経過措置 移行レポート(一括・署名可)

One-shot supplier-list report for the 2026-10-01 transitional-deduction step-down.

POST ``{"numbers": ["T…", …], "sign": true, "enroll": true, "as_of": "YYYY-MM-DD"}``
(up to the caller's tier batch ceiling — see /v1/verify). For every supplier:
registration status against the NTA qualified-invoice register and the FACTUAL
consequence for the buyer's transitional deduction (registered → qualified invoices
available; not registered/expired/revoked → the transitional deduction drops from 80% to
**70% on 2026-10-01**, then 50%/30% stepping to 0% by 2031 — public schedule of 令和8年度
税制改正). ``as_of`` (default: today) selects the reference date for the additive
``applicable_deduction`` / ``next_change`` fields on each non-registered supplier and the
top-level ``upcoming_milestones`` list — the existing ``transitional_deduction`` table
(the full published schedule) is unchanged either way. Every supplier also carries
``counterparty`` (``{type, basis}`` — a register-kind classification, "unknown" when
the register carries no kind for that number; see
jpverify.transition.classify_counterparty). **NOT tax advice**: this reports the
supplier-side register facts and the published schedule only; the buyer's own entitlement
(including the per-supplier 年1億円 cap on the transitional deduction for periods
beginning on/after 2026-10-01, which depends on the buyer's own purchase ledger that this
service does not hold) is for the buyer's tax adviser. ``sign:true`` returns an Ed25519
signed record (Growth/Reseller) with a sibling compact ``jws`` token (verify against
GET /.well-known/jwks.json). ``enroll:true`` additionally subscribes every valid number
to the caller's register-change watchlist (see /v1/monitor/*) so later 失効/取消 arrive
as signed events. Metered per number like /v1/verify; malformed input is refused free.
Opt-in ``Idempotency-Key`` request header: a retry with the same key + request body
replays the first response (``Idempotent-Replayed: true``) instead of being re-metered.

  - `corporate_numbers` string[], nullable: alternative field name for `numbers` (either works; provide one)
  - `as_of` string, nullable: reference date 'YYYY-MM-DD' for the deduction-rate fields (default: today)
  - `sign` boolean, nullable: Ed25519-signed record (Growth/Reseller keys only)
  - `enroll` boolean, nullable: also subscribe every valid number to the caller's register-change watchlist (see /v1/monitor/*)

## Other responses

- `400`: Malformed input — refused before metering; nothing was charged.
- `401`: Unknown, inactive, or expired API key.
- `413`: Request body over the size cap — refused before it was buffered or parsed; nothing was charged.
- `422`: Validation Error
- `429`: Quota exceeded for the caller's tier.
- `503`: The register, or an optional feature, is unavailable or not configured on this deployment. A register 503 (since 1.4.1) also carries the mirror's `data_as_of` with the source fields — `source_latest_diff_date` (the newest 差分 the NTA 公表サイト listed when the sync last read it), `source_checked_at`, `source_gap_business_days` and `freshness.rule` (`stale` here) — so a caller can tell a mirror that is behind its source (`data_date` older than `source_latest_diff_date`) from a source that has not published (equal, but `source_checked_at` older than `freshness.source_check_max_hours`); `data_as_of` is null when the mirror is absent. Nothing was charged.
