`PUT /api/v2/proposals/{id}/send_proposal`

    - `eligible_to_sign` boolean, required

## Response `200`

sends normally, even when a sibling proposal is at the limit

## Other responses

- `402`: returns forbidden when active proposal limit is reached
- `403`: marks the account suspicious and notifies the customer and the spam alert address
- `422`: does not suspend
