`GET /v1/topics`

## Request

The topic axis: each Rechtsgebiet with how many decisions the corpus holds for it.

The same registry `/themen` renders, in the same order, each with the reader hub's
URL so a caller can go from a topic to its page in one hop.

Deprecated key: `themen` carries the same list as `topics` and is kept only for
callers written against the old name.
