# Admin Rollout Cohorts

`GET /api/v1/admin/rollout/cohorts`

## Request

Split real clients into active vs dormant for the campaign-first rollout
(plan §10). Active = has an active sequence OR a send in the last 14 days;
everyone else is dormant. Internal/test accounts (``analytics_excluded``) and
disabled accounts are excluded — they're flipped first anyway. There is no
``last_login_at`` column, so recency comes from the last sent message.
