Raise an existing sealed bid within the grant's mandate.

  - `ad_id` string, required: Owned, approved creative id.
  - `amount_cents` integer, required: Any cent amount in range. The mandate's max_bid_cents caps it further.

## Response `200`

Bid raised (or replayed for a repeated Idempotency-Key). The body is the auction state.

## Other responses

- `400`: Missing Idempotency-Key, a malformed body (agent.idempotency-key-required, agent.bad-request), or a wire-shape rejection from the underlying bid route (auction.bad-body).
- `401`: The bearer token is missing, expired or invalid. A missing Authorization header returns an empty body.
- `403`: Missing scope, an exceeded or expired mandate, a required human step (agent.scope-missing, agent.mandate-exceeded, agent.mandate-expired, agent.human-step-required), or an unapproved or unowned creative (bid.ad-not-approved).
- `404`: No active bid with that id for this advertiser on that day (agent.bid-not-found).
- `405`: The path exists but does not accept this method (agent.method-not-allowed).
- `409`: The auction engine rejected the increase: the wrong phase, below the minimum increment, or stale under the strict-monotonic rule (CONFLICT).
- `422`: No payment method on file (bid.no-payment-method), or the forwarded bid event failed the auction engine's own shape validation (VALIDATION_FAILED).
- `429`: This grant's 120-per-minute token bucket is empty. Wait Retry-After seconds before retrying.
