Create a user.

## Request body

  - `givenName` string, required: Given name of the user.
  - `surname` string, required: Surname of the user.
  - `email` string, email, required: Email of the user.
  - `strategicRoles` string[]: Strategic roles to be assigned to the user.
  - `role` 'ADMIN' | 'ASSESSMENT' | 'ACCESSOR' | 'QUALIFYING_ACCESSOR', required: Role of the user.
  - `organisationId` string, uuid, required: Id of the organisation.
  - `unitIds` string[], required: Ids of the organisation units.

## Response `201`

The user has been created.

- `401`: The user is not authorized to create a user.
