Jurisdiction-agnostic: `sku` ∈ addons + `jurisdiction` validated (isValidJurisdiction), NO ES default. Returns `{ url, transaction_id, sku, jurisdiction, amount }` (Paddle URL). The entitlement is granted by the webhook — does NOT debit. API-ONLY. Scope: mcp | *.
