`GET /api/v1/notifications`

## Request

Lists the key owner's notifications (`.eq(user_id, userId)`) + `unread_count`. Optional filters `?unread=1&limit=&since=ISO`. Thin loopback to `/api/notifications`. No charge. Scope: mcp | *. MCP tool: `nexus_notifications_list`.
