`POST /api/v1/jurisdictions/activate`

## Request

- Auth: HTTP bearer

Writes `jurisdiction_activation_requests` (resolved `user_id`), creates a Polar checkout and notifies support. Jurisdiction-agnostic: `jurisdiction` validated with isValidJurisdiction, NO ES default. Returns `checkout_url` (Polar hosted checkout page — redirect the client there) + `polar_configured`. The charge is confirmed by the post-payment webhook. Does not debit. Scope: mcp | *.
