# Read the delegated verification-enforcement policy

`GET /api/v1/governance/enforcement`

## Request

- Base URL: `https://legal.nexusquantum.legal`

- Auth: HTTP bearer

**Nexus does NOT govern; the platform does.** Reads the delegated verification-enforcement policy. OFF by default.

- **child** → only the EFFECTIVE resolved policy that applies to it (read-only): `{ effective: { enabled, mode, version, scope } }`.
- **master/solo** → all owned policies (`organization` + `user` + per-sub-key rows) plus the caller's own `effective` resolution.

Enforcement blocks an output ONLY when a policy is `enabled` AND the output has REAL broken citations (`mismatch`/`not_found`/`derogated`); `pending`/`not_verifiable` never block.

## Response `200`

The effective policy (child) or the owned policies + effective (master/solo).

- EnforcementPolicyList: GET /governance/enforcement response. `policies` is present for master/solo; child gets only `effective`.

    - `scope` 'api_key' | 'organization' | 'user': Delegation axis this row keys on.
    - `api_key_id` string, uuid, nullable: Set when scope=api_key.
    - `organization_id` string, uuid, nullable: Set when scope=organization.
    - `enabled` boolean: Whether enforcement is active for this axis.
    - `mode` 'block_any_broken'
    - `version` integer: Bumps on every change (audit trail).
    - `updated_at` string, date-time
  - `effective` object: The policy that applies to the CALLER right now, after precedence resolution.

## Other responses

- `401`: INVALID_API_KEY.
- `429`: RATE_LIMITED.
