Health check endpoint público sin autenticación.

Retorna estado general de servicios:
- API status
- database connectivity
- Swagger documentation availability
- Version de la API

**Útil para**:
- Monitoreo de uptime
- Load balancer health checks
- CI/CD deployment validation
