Retained for manifests already published to agents. Prefer POST /api/v1/quote then POST /api/v1/orders. Send { quoteId } to settle a quote, or { format, sport, impressions } to have the exchange price and settle in one call. A bare amountUSD is rejected — buyers do not set prices.
