`GET /v1/stats`

Public, aggregate, no per-agent data (site v1.4): checks run in the last 24 h across both stations (summed: each
station checks independently) and active watches (replicated, so the local count). Cached 60 s; the peer is asked
with shallow=1 so the two stations never ask each other in a loop.
