Returns self-describing workflow metadata including triggers, action config schemas, filter operators/fields, published node outputs, and supported workflow node, edge, and status types. Fetch before authoring a workflow. Action-specific edge_rules override the ordinary node-type rules. ai_decision includes all three decision modes, template syntax, availability, and test semantics.
