Record the Payment step's delivery costs: the courier tip added to every delivery (the `default_tip_cents` preference) and the price limit on the default options group (`null` turns it off). It doesn't activate the organization; saving a payment method does. `ORG_NOT_LAUNCHPAD` (404) for an organization that didn't sign up through Launchpad.
