Add a text note annotation to a delivery or job for internal record-keeping.

## Request body

- CreateNoteInputSerializer: Expected payload for the create note endpoint.
  - `jobId` string, required: The job ID to create a note for.
  - `taskId` string, nullable: The task ID to create a note for.
  - `note` string, required: The note to create.
