Create a flag annotation on a delivery or job to mark it for attention or follow-up.

## Request body

- CreateFlagInputSerializer: Expected payload for the create flag endpoint.
  - `jobId` string, nullable: The job ID to create a flag for.
  - `taskId` string, nullable: The task ID to create a flag for.
  - `orderId` string, nullable: The order ID to create a flag for.
  - `deliveryId` string, nullable: The delivery ID to create a flag for.
  - `status` 'NEEDS_ATTENTION' | 'ACKNOWLEDGED' | 'RESOLVED'
  - `notes` string, required: The notes to create a flag for.
