Owner-chosen survivor at Light activation: park every other active company.

Never auto-picked (DRAFT_SPEC_LIGHT_PLAN §2 reconciliation) — this
endpoint only ever runs on an explicit owner choice, from the picker
modal (active survivor) or the swap dialog (paused company revived
into the survivor slot).
