`GET /conglomerates/{conglomerate_id}/credit-ledger`

## Request

Get credit transaction history with smart grouping.

TOKEN_USAGE_PARTIAL entries are grouped by run_id, summing credits.
TOOL_USAGE entries are also grouped by run_id when present (e.g. a worker
that fired N verify_email calls inside one task collapses to a single row).
Legacy TOOL_USAGE rows without run_id, and all other event types, are
returned as individual rows.
