What this caller may do right now, per feature — the app's gate.

The client must branch on `capabilities[key].enabled` / `quotas[key]`, and
never on a tier string: `tier` is an internal billing detail that already
means three different things. Unknown capability keys are safe to ignore,
so the registry can grow without an app release. Anonymous callers get the
same shape with AUTH_REQUIRED reasons.

Contains no upgrade URL and no store price by design (store anti-steering:
price is read from the store, never from us).
