`GET /api/databases/{database_id}/alerts`

List alerts for a database, filtered by state ('all' for every state,
'live' for the still-standing ones: open, acknowledged, snoozed or known,
'past' for the closed ones: resolved or dismissed), optionally scoped to
one check (the check detail's history).
