This cockpit's durable memory, newest first.

Paginated rather than capped: a note nobody can see is a note nobody can
delete, and the page only shows a count — this endpoint is the one place
the whole memory is readable.

No governance redaction, unlike the monitoring board: a cockpit note answers
what Myriade wrote in the read, and cockpit visibility is already the
boundary that decides who sees that.
