Fold a check's subject into the caller's own notification intent.

Any member who can read the check may ask — including business users who
cannot activate it: the intent names the subject, not the check, so it
holds whether the proposal is accepted or not. The SQL never reaches the
model (it may be governed); name, description and group are what a reader
of the proposal card already sees.
