Get-or-create the discussion thread of a proposed check.

The proposal page pairs the proposal with a chat where the reader iterates
on it ("raise the threshold", "run it hourly"). Mirrors
``open_alert_investigation``: idempotent, seeded with a hidden context
message so the agent edits THIS check in place (``update_check``) instead
of proposing a sibling, and manager-only on governed databases — the
conversation grant (``user_can_use_check_conversation``) restricts governed
threads to managers, so a non-manager owning the shared thread would strand
every later reader.
