Questions the agent asked across the caller's databases, oldest first.

The inbox review queue reads this next to ``/catalogs/suggestions``: a
question waiting on a person is review work exactly like a proposal is,
so it is gated the same way — the caller must hold ``catalog_edit`` on the
question's target, on top of being allowed to read it. Glossary terms that
were dismissed or archived drop out with their questions.
