Get OAuth authorization URL.

`screen_hint` ("sign-in" or "sign-up") is forwarded to the proxy and
on to AuthKit. The frontend passes "sign-in" for explicit sign-in
intents (button clicks, session-expired recovery); leaving it unset
lets the proxy default to "sign-up" for fresh trial visitors.
