Replace the worker's free-form skill tags (welding, bio lab support…).

Skills are an open vocabulary agents can search on — unlike
capabilities they don't gate task types or proof requirements, so the
only server rules are shape (2–40 chars, sane characters), a count cap,
and the AUP hard-floor regex so the tag list can't advertise anything
the platform bans.
