Signed, short-lived links to a task's proof photos.

Ownership is enforced here rather than in the caller: the agent must own
the task, exactly as it must to read the task at all. That keeps the
minting of an unauthenticated URL on the server side of the trust
boundary, where an agent cannot ask for someone else's photo.
