The wallet, read at the grain it actually lives at.

Balance is on `principals`, not on an agent: one wallet funds every agent
the principal owns, while caps are per-agent. `/spend-status` answers a
different question -- one agent's headroom -- and needs a bearer key to do
it, so the console cannot use it.
