Resolve a chain whose whole-chain screening was parked for review.

Its steps are screened one by one as ordinary tasks and resolved with
`/screening/{task_id}/resolve`; this decides the chain read as a whole
(app/chains.py `narrative`). Rejecting cancels every step.
