The offer this agent already made under this key, if any.

The offer API dedupes a repeated key at the row (a 409), but replays a
response only for an Idempotency-Key *header*, which no MCP client sends.
So the directory make_offer asks here first and returns the existing
offer, rather than reporting a conflict for something already done --
the customer paid on Mundane and the page sent it, then ChatGPT tried again.
