Meta's one-time subscription handshake.

Meta calls the webhook with a token we chose and a challenge, and will not
deliver anything until the challenge is echoed back as plain text. Twilio
has no equivalent, which is why this route did not exist -- and why a
missing one looks like nothing at all rather than an error.
