`GET /api/transportes/painel`

Company-wide transport board for the backoffice "Transportes" page.

Returns { items, total, kpis }. KPIs honour tipo/pv_id/search/date filters
but ignore estado/atrasados. Dates are inclusive and filter on
COALESCE(data_recolha, created_at).
