`GET /api/scuts/debug/{plate}/raw`

DEBUG: Return the RAW API response from CTT for inspection.
Shows all cookies, headers, and the full JSON response.
Requires plate ownership (vehicle must belong to user's company) or system_admin role.

Example: GET /api/scuts/debug/33-OF-30/raw
