Settlement result: success with the mined transaction hash, or success: false with errorReason (nothing charged)

## Other responses

- `400`: Missing paymentPayload/paymentRequirements or payer address
- `429`: rate_limited (per IP) or settlement_capacity_exhausted (hourly public settlement capacity used up; nothing submitted; see Retry-After)
- `451`: Blocked by compliance (payer on a banned list)
