Monitors a wallet or name for 30 days (re-screened every 6 hours) with an optional HMAC-signed HTTPS webhook on status change.

Price: $0.010 USDC per successful call, paid with x402 on Base mainnet (see x-payment-info and the 402 response).

- `402`: Payment required. The x402 v2 challenge is in the PAYMENT-REQUIRED header: sign one of its `accepts` and repeat the request with the PAYMENT-SIGNATURE header. The JSON body repeats the requirements in x402 v1 format for discovery scanners; after a failed settlement it is { error, details } instead.
