Create a new debit payment mandate

## Request body

  - `mandate_type` string, required
  - `usage_type` string, required
  - `internal_account_id` string, required: ID of the internal account
  - `external_account_id` string, required: ID for the external account
  - `reference` string: alphanumeric string (minimum length = 6 and maximum length = 18)
