# Grant the caller's account its one-time starter μ balance, IF its contract is signed

Contract-gated, idempotent starter-balance grant (MNE-6427). api authenticates the caller (JWT), resolves their OWN org and billing account server-side (no client-supplied account/org/amount is honored — MNE-441 self-provisioning), and reads the contract gate from mnemom-billing's `GET /v1/contracts` (mu:check). If NO contract has `signedOffAt` set, returns 200 `{granted:false, reason:"contract_not_signed"}` and mints nothing. If a contract IS signed, forwards to billing's idempotent `POST /v1/internal/accounts/{id}/intro-grant` (mu:grant) and passes its result through verbatim — `{granted:true, mmu}` on first grant, `{granted:false, reason:"already_granted"}` on replay (billing dedupes on a key shared with retail card capture and personal-org signup, so the grant lands at most once per account). Fails CLOSED (503) whenever the gate cannot be verified — read/grant identity unset, or the contracts read errors — never a silent grant. "api never grants" (MNE-2516) holds by credential scope and a server-authored upstream body; api performs no ledger arithmetic and owns no amount.

Grant outcome, mnemom-billing's result passed through verbatim: `{granted:true, mmu}` when the starter balance was seeded, `{granted:false, reason:"already_granted"}` on an idempotent replay, or `{granted:false, reason:"contract_not_signed"}` when the account has no signed-off contract (no money moved).

## Other responses

- `401`: Authentication required
- `403`: Cross-origin write refused (`cross_origin_rejected`). A state-changing request that carries the browser session cookie must come from a first-party origin (`Origin`, or failing that `Referer`) and must not send a form-style body (text/plain, urlencoded, multipart) the operation does not declare. Bearer and API-key callers are never subject to this check.
- `404`: Resource not found
- `429`: Rate-limit exceeded. The global per-IP limiter (100 requests/minute, applied to every `/v1/*` route) rejected this request. Back off until the window resets — `Retry-After` carries the cooldown in seconds and `X-RateLimit-Reset` the absolute reset time.
- `500`: Server error — request was well-formed but the server failed to fulfill it. Typically a downstream dependency (DB / RPC / external API) returned an unexpected error.
- `502`: An upstream dependency returned an invalid response.
- `503`: An upstream dependency is currently unavailable. The request was not processed; retry after the cooldown window.
