The account's HISTORICAL prepaid balance, lots and auto top-up
settings, read from the read-only LEDGER (never a cache). A read, so an
API token may call it. ``available`` is always ``false``: credits can no
longer be bought or spent. An unreadable ledger answers 200 with an
UNKNOWN (null) balance — never a guessed 0, and never a 503 the website
renders as "Prepaid balance unavailable" — and is logged
(``prepaid_ledger_unreadable``) and alerted.
