`GET /api/v1/agents/selection/gate`

What is actually in force for this workspace, override and env reported separately.

They are separate on purpose: "off because nobody turned it on" and "off because
someone cut it during an incident" are different situations, and a readout that
collapses them is useless at the moment you need it most.
