Paged list of draft claims linked to a provider user

- DraftClaimPageResponse: Paged list of draft claims

    - `providerUserId` string, uuid: ID of the provider user making the submission
  - `page` integer: Current page index
  - `limit` integer: Maximum number of draft claims per page
  - `total` integer: Total number of draft claims across all pages
  - `totalPages` integer: Total number of pages available
